This is a planning direction made by local authorities, such as your local council, which removes permitted development rights. In terms of HMOs, this means converting a ‘dwelling house’ into a house of multiple occupation. Typically landlords will have the right to do this but Article 4 Redirections mean that the right doesn’t exist and planning permission from a council authority is required first.
